COOPERATION FRAMEWORK PRIORITIES
In 2025, Namibia strengthened the foundations of effective, transparent, and evidence based governance. National institutions demonstrated improved capacity to generate, integrate, and use high quality data for planning, budgeting, monitoring, and policy formulation across sectors. Enhanced national data ecosystems, digital public infrastructure, and interoperable information systems enabled more coherent decision making and strengthened alignment between national priorities, public expenditure, and development results. Governance outcomes were further reinforced through improved integrity, accountability, and inclusion. Strengthened ethical standards, anti corruption frameworks, parliamentary oversight, and participatory policy processes expanded civic space and public trust. Inclusive digital governance, legal identity systems, and regional cooperation mechanisms positioned institutions to respond more effectively to emerging risks, technological change, and climate related shocks, contributing to more responsive, resilient, and citizen centred public service delivery.
During 2025, Namibia advanced toward a more inclusive and resilient economic trajectory. National capacities to steer economic transformation improved through strengthened policy, financing, and analytical frameworks that aligned resource mobilization with development priorities. These outcomes supported progress toward diversified value chains, green industrialization, and improved economic governance, laying the groundwork for sustainable growth and job creation. At the same time, household and community level resilience increased through improved food security, strengthened livelihoods, and expanded access to skills, finance, and markets. Women, youth, smallholder producers, and MSMEs benefited from enhanced productive capacities, green and digital skills, and inclusive financial services. Together, these outcomes reduced vulnerability to economic and climate shocks while expanding pathways to decent work, entrepreneurship, and sustainable livelihoods.
In 2025, Namibia strengthened its capacity to pursue climate-resilient and environmentally sustainable development. Scaled climate finance, strengthened climate and biodiversity governance, and improved long-term planning enhanced national readiness to meet global environmental commitments while integrating climate action into development strategies. Improved transboundary cooperation and policy coherence supported sustainable management of shared natural resources and climate risks. At the community level, resilience and green growth outcomes were realized through nature-based solutions, conservation-linked livelihoods, improved water access, and strengthened disaster preparedness. Biodiversity conservation, ecosystem restoration, and climate-resilient livelihoods improved incomes, food security, and environmental sustainability. Collectively, these outcomes demonstrate progress toward a development pathway that balances environmental protection, economic opportunity, and social inclusion.
In 2025, human development outcomes improved through strengthened Protection, health, education, nutrition, and social systems that expanded equitable access to quality services. Health systems became more resilient and responsive, with improved continuity of care across community and facility levels, strengthened emergency preparedness, and enhanced access to essential medicines and services. Integrated investments across maternal, child, adolescent health and nutrition contributed to reduced vulnerability among high risk populations. Education, protection, and social inclusion outcomes were also strengthened. Improved learning systems, early childhood development, and digital transformation enhanced education quality and inclusion, while expanded school feeding and nutrition systems supported better learning and wellbeing. At the same time, stronger protection systems advanced survivor centred responses to violence, improved legal identity coverage, disability inclusion, and youth participation. Together, these outcomes strengthened community resilience, social cohesion, and the protection of the most vulnerable.
